Faridkot Disaster Management System

Introduction:


 

In recent years India has been visited by very serious natural disasters like cyclones earthquakes floods droughts etc causing widespread loss of life and property widespread destruction caused by cyclones in Odisa earthquakes in Gujrat are the recent examples of the natural disasters.

Disaster is an event which threatens the whole of society and its management implies that a mechanism is in place. Which will enable a total and effective response to offset its harmful affects .Thus total and effective response mechanism must subsume the coordinated response of the entire governmental system and the whole of the civil society. By its very definition therefore Disaster Management can not be a quick fix mechanism it implies meticulous planning and coordination between various role players to prevent disaster and to mitigate their impact whenever they occur.


 

The District Disaster Management Plan has the following essential parts:-

1) Essential detail of the district and its vulnerability to various disasters with

Historical perspective and current data.

2) Response plan including off-site plan if an industry is located in the district

3) Prevention and mitigation plan.

4) People's mobilization and community preparedness plan.

5) Contingency plan for assisting the neighboring districts in distress.


 

The District Disaster Management Plan takes into account resources available with various departments for meeting any kind of disaster, resources available with all District level NGO's military and Para military forces stationed in the District and their proper co-ordination.

A disaster has generally three stages i.e. pre-disaster stage, disaster stage and post disaster stage. In the pre disaster stage ground work is carried out in order to assess the likely-hood of any impending disaster assessing the inventory of resources available in order to tackle a disaster including support required from Governmental and non Governmental Organizations in the disaster stage .Disaster Management Plan is put into place and resources are deployed as per the Disaster Plan. The continuous monitoring is carried out on day to day basis. In the post disaster stage the after effects of a disaster have to be tackled which includes control of epidemics disposal of dead bodies and animal carcasses and reconstruction of roads/bridges/pathways etc.All these three stages shall be taken care of in the District Disaster Management Plan prepared for District Faridkot with respect to the anticipated disaster.

Part -1

District Profile:-

District Faridkot was created in August 1972 which then comprised of Moga, Sri Muktsar Sahib and Faridkot sub Divisions. This District was further trifurcated during November 1995 and now it consists of Faridkot,kotkapura and Jaito sub divisions only. The District has 171 villages (including seven un-inhabited villages) and three Municipal Councils of Faridkot, Kotkapura and Jaito having a total population of 5.51 lacs. On the basis of previous record and information available through different sources , it has been observed that no major natural disaster occurred in the jurisdiction of the present Faridkot District in the last 30 years .Even during floods in September/October 1988 and July 1996,the district was not seriously affected Some damage occurred to crops in low lying areas and Katcha/unsafe houses in the district due to heavy rains in the past .However some problems were faced in the past which were managed by the District Administration with the help of Nagar Councils and Gram Panchayats. On the whole, as per the past history, the district is not flood prone and has not experienced any major natural disaster in the past.

Part- II

Since this district does not have any big industrial area therefore part II with respect to response plan including off-site plan has not been taken into account.

The Committee meets generally in the months of April/May and takes stock of the situation Flood preparedness of each Govt. Department is reviewed and the emergent flood protection works which need special repair or new construction to be carried-out latest by 30th June are approved .The District Flood Control Room is set up in the Office of Deputy Commissioner , Faridkot. Having four digit toll free Telephone No 250338(1077) under the charge of District Revenue Officer Faridkot. It is made operational from 1st July till 30 September under normal circumstances Various activities undertaken before the floods are as bellows:-

Most of the damage was caused in Faridkot District due to heavy rains because this area is not in the catchments areas of rivers. Certain measures are to be taken to reduce disaster due to floods/heavy rains.

The Main objectives of various flood preparedness measures are:-

1) Minimizing the loss of human lives in floods

2) Minimizing the loss of live stock.

3) Minimizing the loss to property and infrastructure

4) Minimizing ill affects on the health of effected population and

5) Bringing normality in human activity soon after the floods


 

To achieve the above objects, different tasks are to be performed by different Government Departments and other agencies before during and after the floods each Department's role and responsibilities have to be clearly identified and action plan needs to be drawn up by each department for close coordination between the various Departments/Agencies, Close coordination is required at the District Headquarter as well as at the Tehsil Headquarters .Deputy Commissioner will Co-ordinate the work at the District Headquarters SDMs are to Co-ordinate all activities at the Sub Divisional headquarters and actually face the situation.

Some of the important measures required to be taken before the floods, during the floods and after the floods have been outlined above.

The Major role during the floods is of the drainage and public health department. The different departments are also assigned duties as under:-

The Executive Engineer ,Drainage ,Faridkot will be responsible to Drain out water in cases there are some floods / heavy rains in the low lying localities .The E.O ,M.C Faridkot ,Kotkapura and Jaito will assist him


 

2. SETTING UP OF DISTRICT AND TEHSIL FLOOD CONTROL ROOMS :-

The Flood control room at the Headquarter and Tehsil's will be established in the district would start functioning from 1st July round the clock A daily and weekly reports on prescribed proforma containing flood situation would be sent to the Govt. The police have a separate control room and they have to inform the concerned sub divisions. The control room has vulnerable sites marked on the plan and registers would be maintained about the attendance and round the clock roster and flow of water the following is detail of the flood control rooms being set up at the District Headquarter and at the Sub Divisional Level :-

The Additional Deputy Commissioner, Faridkot will hold meeting with the Army Authorities and get their assistance at the time of floods /Heavy rains and also get their contact telephone numbers.

The police control room shall convey the flood related messages through out the district through wireless communication and to the district and Tehsil flood control rooms in case of floods in any area the respective police station / police post in charge shall immediately convey this message to the people in that area and will take further steps for evacuation of people to the relief camps .The officer in charge shall also be informed for mobilization of recourse to meet the situation .Telephone Nos. of Senior Police Officers and Police station shall also be available in the control room which are given below:-

3. Information regarding heavy rains/floods:-

Every kind information with regard to floods/heavy rains will be sent by the Tehsil Flood Control Room to the District Flood Control Room Daily.


 

4. Help From voluntary social organizations:-

The SDMs Shall encourage the voluntary social organizations for help to flood affected people for clothing and other food requirements They will also be motivated to organize temporary Relief camps and medicines. The Honorary Secretary Distt. Red Cross Society and the Distt.Mandi Officer are to procure wheat from Commission Agents to be given to flood affected people as and when required.


 

5. JEs / SDOs on Duty at vulnerable points:_-

The Drainage Department will pitch tents near vulnerable points on the drains and officials from their Department will remain present round the clock.

Executive Engineer water supply & sanitation, Faridkot and XEN, Water Supply and Sewerage Board, Ferozepur will be overall in charge of Faridkot Kotkapura and Jaito towns and they will be responsible to drain out water from these towns and XEN Drainage, Faridkot will be responsible to drain out water from the villages in case of flood and heavy rains.


 

6 Flood Fighting equipment and its placement:-

The Officer In charge of the flood control room shall have a list of flood relief equipments available in the District. He shall also physically inspect all equipments before 30th June and certify that relief equipments are in working order.


 

7. Stocks of Tarpaulins to be maintained:-

The Tarpaulins cover will be supplied by the Food Corporation of India, Markfed and Punsup. The DFSC, Faridkot will co-ordinate with such agencies in the District for Supply of such material and shall store 5000 tarpaulins in his office for emergency, The DFSC will be Nodal Officer for this purpose.

8. EC Bags:-

Executive Engineer, Drainage, Faridkot and SDO. Canals Faridkot will arrange 2000 EC bags each.


 

9. Relief Camps:-

The District Food & Supplies Controllers Faridkot, Assistant Registrar, Cooperative societies, Faridkot, Chief Agriculture officer, Faridkot will be overall in-charge of these camps. The District Food & Supplies Controller will ensure proper supply of Essential commodities and will keep ready 100 bags of Atta 15 Qtls of Dal and Sufficient stock of vegetable oils and kerosene etc.


 

10 Medical Facilities (humans):-

Civil Surgeon, Faridkot will be responsible to supply all kind of medicines in the relief camps and other affected areas of Faridkot District.

He will ensure sufficient quantity of medicines including the medicines used for the treatment of snake-bite, during the flood seasons with all the medical teams constituted by him.

He will also ensure that the teams will be operational and moving in the towns and villages during the flood period and emergency team will be available in the hospital round the clock.

The SMO posted in sub division will submit daily progress report to the S.D.Ms concerned.

He will also ensure that a proper arrangement for medical treatment is also made in relief camps. He will also ensure that adequate steps are taken that no epidemic breaks out after and during the floods.


 

11 Drinking Water Supply:-

The XEN water supply & sanitation Faridkot, EO, MC Faridkot / Kotkapura and Jaito and Secretary, Market Comities will make all necessary arrangements for the supply of drinking water in relief camps in the Faridkot, Kotkapura and Jaito towns.


 

12 Fodder and Medicines for the live Stock:-

The Deputy Director Animal Husbandry , Faridkot and Chief Agriculture Officer Faridkot will ensure that the cattles in flood prone villages are vaccinated well in time and also maintain stock of medicines at their own level. The fodder arrangements will also be made with the help of District Mandi Officer, Faridkot. Teams constituted for the purpose, are to be sent to all blocks and other flood prone areas. Tehsildar's have been specifically directed to make a survey of total number of houses and cattle in different villages prior to flood season so that bogus claims can be avoided such information is to be sent before 1st July positively. Dry fodder should also be kept in sufficient stock.


 

13. Trial run of boats / checking of flood relief equipments:-

The SDM concerned will ensure trial run of boats lying in their sub divisions before 1st July positively and send certificates that these have been checked along with other equipments. Similarly The D.R.O will ensure the same at district headquarter.


 

14 Arrangements of Telephone facilities/separate line to army:-

SDO Telephones Faridkot to maintain a regular check of the working of the telephones and list of all important numbers is to be sent to him by the DRO Faridkot.


 

15 Communication:-

The Police wireless system will work as mode of communication in case of floods. The SSP, Faridkot will set up wireless sets in DCs office and in the vehicles of all SDMs , Tehsildars and DRO and one high powered set be installed in the Flood Control Room with effect from 1st July to 30th September.


 

16 Assistance from Army / BSF and Punjab Home Guards:-

The ADC Faridkot shall requisition Army help if situation so warranted. The concerned SDM shall inform when ever the help of army required. The ADC is also requested to call a meeting with the army Officers and get their contact numbers .


 

17 Electricity:-

The DFO Sri Muktsar Sahib will cut the top branches of trees so that the flow of electricity is not hampered during floods. Electricity Department shall ensure regular supply of Electricity. The DFO is also directed to ensure immediate removal of fallen trees during the floods/heavy rains.


 

18 Presence of all District Headquarter Officers:-

The Assistant Commissioner (General) Faridkot will issue an office order that during rainy season which generally starts from 1st July to 30th September that every Headquarter Officer will not leave station without the prior approval of Deputy Commissioner, Faridkot.

19 Disposal of Dead Bodies and Carcasses:-

The Executive Officer M.C, Faridkot, Kotkapura and Jaito and Deputy Director Animal Husbandry are put on duty for this purpose. They will be responsible for the disposal of dead bodies and carcasses during flood/heavy rains.

2. CYCLONES:-

The District after its reorganization in 1995 , has no history of cyclones though in the months of May and June there are some thunder storms followed by medium to heavy rain falls in this case also, the Disaster Management Plan will be the same as envisaged during the floods .However, in this case because of strong winds, there may be large scale up-rooting of trees, up-rooting of electric poles and snapping of wires resulting in hindrance to smooth flow of traffic on the GT roads , disruption in power supply and in case trees fall into the Canals / Distributries, it may lead to breach of canal/distributory Accordingly the role of Forest Department PWD , PSEB and Irrigation Department becomes very important . These departments shall prepare Contingent Plan in order to tackle any such situation.

 

3. HEAT WAVE AND COLD WAVES:-

As per the data available, temperature in this District during the months of May and June goes as high as about 44 degree centigrade and during the months of December and January, Lowest temperature hovers around zero degree centigrade. As per the latest Census 2001, although the District has no house less population and there having been no incident of any deaths due to heat wave or due to cold waves reported even then the role of the Health Department is very crucial . In addition, all Municipal Counsels do keep check on the house less population who are prone to heat/cold waves. The role of District Red Cross Society, Faridkot is also very important. The Society provides blankets to the needy house less people after visiting their habitats.


 

4.DROUGHTS:-

Most of the agricultural land is under irrigation through canal water or tube wells also. All the 164 villages of the district have drinking water supply through 82 rural drinking water supply schemes, out of which 68 scheme are canal water based at 14 schemes are the tubewell based. Under ground water table in this district was quite high about 5-6 years ago but now it has gone down. The under ground water being blackish is unfit for irrigation .There is no past history of droughts in this District. However due to shifting of wheat paddy agricultural Cycle there is more demand of irrigation canal water during the months of April and May in addition to peak demand During the Months of June and July paddy transplantation is in full swing the availability of canal water is monitored by irrigation Department which purely depends upon the water level in Bhakra and Pong Dam.

5.THUNDERS AND LIGHTENING:-

There have been occasional incidents of thunder and lightening resulting in at times loss of property and human lives. Most important aspect of this disaster management plan will be to provide immediate first aid to the affected and shifting them to the nearest hospital. In case of fires, local people generally come to help the affected person. However, in case of a major fire, fire tenders from Municipal Council, Kotkapura can be requisitioned.

 

6. EARTHQUAKES:-

Punjab state as such does not fall in the seismic zone. However, being most unpredictable, it can happen any where. For providing relief in three towns of Faridkot, Kotkapura and Jaito, the respective Executive Officers, Municipal Councils shall be the Nodal Officers and will work under the supervision of respective Sub Divisional Magistrates. In the rural areas respective Block Development & Panchayat Officers shall be the Nodal Officer, DDPO and Secretary ZilaParishad shall be in charge of supervision upon the BDPOs work in Faridkot and Kotkapura blocks respectively. Health and Veterinary services shall be provided by Civil Surgeon and Deputy Director Animal Husbandry as per the teams constituted for the relief of affected persons. Drinking water shall be provided jointly by the Municipal Councils, Market Committees, PWD Public Health (GWS), PWD Public health

(RWS) and Punjab Water Supply and Sewerage Board in all the towns and villages. Removing of debris shall be carried out by E,Os in towns and BDPOs in the rural areas with the help of local NGOs and Youth Clubs (list enclosed) Fire Brigade shall be Provided by the EO, MC Kotkapura .

Relief camp and other facilities shall be as in the case of floods.

7 EPIDEMICS:-

Though there is no history of any out break of epidemics in the recent past in this district, yet contingent plan prepared by Civil Surgeon shall take care of any out break of epidemics. District Faridkot has three Civil Hospital at Faridkot,Jaito & Kotkapura,two Primary Health Centre at Bajakhana and Jand Sahib,7 Mini PHs and 17 SHCs in addition to Government Medical College and Hospital at Faridkot.

 

Civil Hospital Faridkot and Kotkapura has 50 bedded capacity whereas the Civil Hospital Jaito has 10 bedded capacity .However it is being upgraded to 50 bedded hospital .

Primary health Centre Bajakhana and Jandsahib have ten bedded capacity whereas Mini PHCs at Golewala Machaki Kalan, Gurusar, Rorikapoora Hari Nau, Bargari have two bedded capacity each..Every SHCs have also two bedded capacity PHCs have laboratory and X-Ray facility also.

In order to cope with any emergency the District has 43 doctors including 20 specialists and about 250 Para medical staff .The list of staff along with their place of posting address and telephone numbers is as under:-

8 PEST ATTACKS:-

There is hardly any previous incidents of pest attacks, however, since in the recent years because of shift in paddy wheat cycle and bringing more area under cotton , there can be possibility of pest attacks Chief Agriculture Officer has prepared a plan for control of any pest attacks which is as under :-

These teams shall be responsible for tackling any anticipated disaster under their respective jurisdiction. 9. CATTLE EPIDEMICS

Deputy Director Animal Husbandry has prepared a contingent plan for taking care of any cattle epidemics. The contingent plan is as under:-

10. FOOD POISIONING

Civil Surgeon Faridkot shall be over all in charge of talking any incident of food poisoning 24 hours emergency services are available in Faridkot , Civil Hospital and GGS Medical College & Hospital , Civil Hospital Kotkapura and Civil Hospital Jaito, Ambulance Services are also

available for bringing patients from remote areas to the nearest Civil Hospital, Civil Surgeon Faridkot shall ensure adequate stocks of life saving drugs and medicines required to control the food poisoning .Two ambulances of District Red Cross Society shall also be used for this purpose .


 

11. URBAN FIRES

There are three fire tender available with Municipal Council Kotkapura. However, in case of major fires ,fire tenders can be requisitioned from the neighboring districts of Ferozepur , Mukitsar, Moga and Bathinda .


 

12 OIL SPILL

The very first step in case of oil spill will be to seal area and divert vehicular traffic .No inflammable articles should be allowed in these areas. SSP Faridkot shall ensure immediate cordoning off the area and diversion of vehicular traffic. The next step will be to get in touch with oil company for safe disposal of spilled oil. For this purpose District Co-ordinator Sh Gaurav Kundra , (Assistant Manager , `Retail sales )Indian Oil Corporation ltd. Old Punsup Office building New Harindra Nagar ,Faridkot . Telephone No. 01639- 252332 shall be contacted.


 

13. FESTIVAL RELATED DISASTER

Though in Indian culture there are numbers of festivals being celebrated by Hindus, Muslims, Christians and Sikhs.In Faridkot town there are two main festivals which attracts lot of crowds i.e. Baba Farid Agaman Purb which is celebrated every year from 19 to 23th September and the second festival is Diwali which is celebrated in the month of October /November. So for as the Baba Farid Agman Purb is concerned,it is managed by a Committee which takes care of every possible disaster During Diwali festival all three major towns of Faridkot , Kotkapura and Jaito draw huge crowds in the markets.There is a considerable sale of fire crackers .The District Magistrate prohibits the storage and selling of fire crackers by Un - authorized persons other than the authorized license holders . During this festival any small spark in the busy market places can be a cause for major fire. Respective EO MCs shall ensure that at suitable locations sufficient number of fire fighting equipments (if available) sufficient number of buckets filled with sand and sufficient amount of water is stored. The whole town shall be divided into the different sectors. Each sector is under the charge of responsible officer along with representatives of shop - keepers of the locality SDMs shall keep a constant vigil on the situation by having frequent rounds in the markets.


 

14 AIR, ROAD AND RAIL ACCIDENTS

There is no Air field in District Faridkot, However air mishaps like the one happened in Charkhi Dadri can happen any where. There are three main Railway stations on Faridkot, Bathinda route i.e. Faridkot, Kotkapura and Jaito. In case of any rail accident the information shall be passed on to the Divisional Railway Manager, Ferozepur and Other Officers through Police control room For extrication of bodies / injured persons from railway coaches help shall be taken from the near- by village people and town people and local NGOs the list of which is enclosed. One Control room shall be set up, if possible, at the site and second control room shall be set up in nearest railway station, in addition to the control room being set up by the railway authorities. Respective SDM,s shall be responsible for coordination between different agencies working at the site. Medical services shall be mobilized by Civil Surgeon and Emergency Medicines shall be supplied by District Red Cross Society and other NGOs, DTO, Faridkot in consultation with the officer in charge of the relief operation shall arrange for transport with in the State Railway shall provide for transportation facilities to the affected persons out side the State. Local Police shall maintain a record of all deaths occurring in the incident. A district level officer shall be put on duty as in charge of compiling information of the dead, injured and the survivors. Round the clock medical services shall be ensured in the nearest hospitals, if need be, services of private hospitals can also be requisitioned. The list of prominent private nursing homes is attached.

In case of road accident the same contingent plan shall be put in place except the role of railways.

15 VILLAGE FIRES

As already described there is only one fire tender available in this District with M C Kotkapura, however, in case of any major fire , fire tenders can be requisitioned from the near by District Ferozepur , Sri Muktsar Sahib, Moga and Bathinda

There have been incidents of fire to the standing / harvested wheat/paddy crop in larger number of cases the cause of fire in generally due to short circuiting because of loose electricity cables and touching of combine harvesters with the over head electric wires. To avoid such incidents, harvesting of wheat/paddy crop at night has been prohibited by the District Magistrate.

       PART - IV

People's mobilization and community preparedness plan

As already explained in case of any disaster information about the same shall be conveyed to the affected population through civil and police control rooms. Mobilization of people shall be effected through Governmental and non Governmental organizations. At the District level DDPO shall mobilize the Village panchayat through respective BDPOs the names and telephone numbers of Sarpanches,Gram Panchayats are mentioned in the enclosed list . Assistant Director Youth Services and Co-Ordinator Nehru Yuvak Kendra shall mobilize the Youth clubs in the rural areas. NGOs are mostly active in the three Municipal towns of Faridkot, Kotkapura and Jaito .The list of NGOs is available at Annexure-A. These NGOs shall be mobilized through respective SDMs, In the meeting held at the district level, all the NGOs and district officers were explained about the Disaster Management Plan and they have been asked to be alert in order to meet any anticipated disaster.


 

                        PART - V

Contingency plan for assisting the neighboring districts in disaster .

District Faridkot is surrounded by district Ferozepur, Shri Muktsar Sahib, Bathinda and Moga. In case of a disaster in any of the neighboring district.Assistant Commissioner (General) Faridkot shall be the Nodal Officer for coordinating the relief and shall be available at the following Tel.No. 01639-501835 (Resi) 01639-250062(Office) `

                        For providing medicines and other relief materials, District Red Cross Society, Faridkot has sufficient resources for tackling any situation. In case medical and Para medical staff is required, the same shall be made available by Civil Surgeon and Principal, GGS Medical College and Hospital, Faridkot. NGO's shall also be mobilized for eliciting their support for any kind of disaster. District Transport Officer, Faridkot shall arrange to provide necessary transport requirement to the officers/officials rushing to the neighboring districts for immediate help.

Liaison with Military and other Para Military forces:

District Administration shall liaise with the Army and BSF authorities for taking their help in order to tackle any disaster situation. In this case, ADC Faridkot shall be the Nodal Officer for eliciting support from Army and BSF Station Commander, 16 Arty Brigade having the telephone number 01639-250033 with extension No. 2001, 2002 shall be contacted. Similarly DIG, BSF, Faridkot, having telephone No.01639-250871 (Office) 01639-250378 (Residence) shall be contacted for required help.
